Regional Workshop on Capacity Building for Networks and Alliances on Reproductive Health and Sexual for Mobile and Cross-border Populations in the Mekong Region


Background:


The peoples of the Greater Mekong Sub-region (GMS) are connected historically, economically and socially. Many of these countries originated from migrant populations settling in the fertile lands of the river basins. Both in times of wars and peace the nation-states have had interaction and exchange.

Regional migration has continued and increased in recent years mainly because of economical reasons, but also due, in some areas, to political pressures. Thailand, which had the fast growing economy during the 1980s and early 1990s have become a major destination more migrants from its three neighboring countries - Burma, Laos PDR, and Cambodia. In 2000, Thailand shifted policy towards unskilled migrant workers from arresting and deportation to accepting that the Thai economy was dependent on migrant workers.

Likewise there has been population flows between Vietnam, Laos PDR and Cambodia for occupational reasons. In order areas of all countries there have been daily and seasonal population movements both on formal and informal basis.

Population mobility has been associated with the spread of communicable diseases including HIV/AIDS. However the feminization of migration has been discussed in many different aspects that involve reproductive health, gender and sexuality. Men and women travel from different types of occupations. Vulnerability to HIV and STI infections, sexual violence, and trafficking is related to the sex of the migrant or border area person. Furthermore migrants often have illegal immigration status may not have access to reproductive health information and services.

The Rockefeller Foundation has supported the project tilted, "Strengthening Networks on Sexual Health for Mobile and Border Area Populations: Thailand, Cambodia, Laos, Vietnam and China", implemented by the Raks Thai Foundation since 2004. The project aims to improve the sexual health and social conditions of mobile and border populations in Thailand and neighboring countries through effective networking and capacity building of key individuals and organizations providing reproductive and sexual health and related services to mobile and border area populations in the Mekong sub-region.

The activities under this project include training of trainers, materials development and dissemination, skills-development or policy related workshops and dialogue, case-study documentation in the area of reproductive health, sexuality and gender related to mobile and border area populations, The project also provides some support to strengthen particular networks in the area of data collection, strategy development and coordination.

The regional workshop Regional Workshop on Capacity Building for Networks and Alliances on Reproductive Health and Sexual for Mobile and Cross-border Populations in the Mekong Region in Ubonratchthani province, Thailand during February 21-23, 2007 has set the following workshop objectives:

Workshop Objectives

1. To develop a framework for capacity building among organizations active in providing reproductive health services for mobile and cross border populations in the Mekong Region

2. To strengthen cross-border/regional organizational linkages that promote reproductive health of mobile, cross border populations and related vulnerable groups.

Indicators

1. Capacity building framework defined and adopted at the workshop for future action

2. Year 1 draft work plan is developed

3. Demonstrated interest and commitment of members/organizations
