Local Capacity Initiative (LCI)

The U.S. Agency for International Development under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) supported Raks Thai to implement the Local Capacity Initiative project to improve access to quality HIV services for key populations in Lao PDR, Thailand and Vietnam. The three-year project (2015-2018) worked to enhance national HIV responses in Lao PDR, Thailand and Vietnam through civil society engagement in policy advocacy. The project strengthened and empowered CSOs, and placed communities and populations most affected by HIV at the heart of advocacy and program activities. This project also worked with community leaders living with HIV and in key populations with a high risk of contracting HIV, including men who have sex with men, transgender people, sex workers and people who inject drugs.

Objectives

To enhance HIV responses for key populations through civil society engagement in policy advocacy processes. To strengthen leadership and policy advocacy capacity and skills on HIV policies affecting key populations (KPs) of CSOs and LCI consortium members in Lao PDR, Thailand and Vietnam.

Target Group

Men who have sex with men (MSM), sex workers (SW), transgender (TG), people who inject drugs (PWID), and people living with HIV (PLHIV).
