  • Develop compliance strategies and tools to ensure that assigned programs maintain an effective compliance and ethics, to prevent and detect violations of law and other misconduct, and to promote ethical practices and a commitment to compliance with the law as well as with internal and external policies.
  • Implements discussions/consultations/training for implementors to understand and improve compliance.
  • Conducts regular field visits to implementing partners/offices to observe compliance practices and issues that may be related.
  • Maintains scoreboard on each program implementors level of compliance/outstanding issues and shares with managers on a monthly basis. Study and create scorecard on critical risks. Consult with PQDD. Coach sub-grants.
  • Monitor program compliance system to ensure their effectiveness and conduct periodic internal reviews to ensure that compliance procedures are followed.
  • Coordinate with TA to implement team field visits, consolidate result and finding, initiate solutions to strengthen program impacts.
  • Oversee RQDA process, in collaboration with Program and TA team.
  • Review TOR, authorize budget, and oversee external consultants.

  • Develop long-term plans of compliance including implementing strategies and procedures that prevent illegal, unethical or improper conduct.
  • Research and keep abreast of legislative issues, new compliance regulations / major donors’ regulations and audit methodology.
  • Develop strong relationships across stakeholder groups and support those groups to manage compliance requests and ensure key deliverables are executed effectively and in an efficient manner. Engage with internal and external auditors on relevant risk and compliance matters and mitigation plans. Develop and maintain a central electronic repository for Raks Thai compliance and code of conduct for: compliance policies and procedures, internal controls, and other information for disclosure of conflict of interest, and other records related to compliance and code of conduct.
  • Combine with above - Analyze high risk and complex issue of compliance and provide practical and appropriate advice, including escalating to the appropriate senior levels or forums and recommending methods to proactively manage those risks.
  • Continually review whether the grant management activities are in compliance with the key controls contained in the grant management guidelines of Raks Thai and donor regulations.
  • Assess the process of selecting new partners, the formation of partnership, review of renewing / expanding existing partnerships, and whether activities of partners are in line with what has been agreed.
  • Lead site visit to partners to assess adequacy of compliance with applicable laws and regulations and partner policies and procedures, including follow-up activities with sub recipients based on issues surfaced.
  • Build capacity and support to ensure grants are managed in compliance with donor requirements; lead workshops / training for project, field staff to understand contractual obligation and donor compliance requirements.
