  • Develop compliance strategies and tools to ensure that assigned programs maintain an effective compliance and ethics, to prevent and detect violations of law and other misconduct, and to promote ethical practices and a commitment to compliance with the law as well as with internal and external policies.
  • Implements discussions/consultations/training for implementors to understand and improve compliance.
  • Conducts regular field visits to implementing partners/offices to observe compliance practices and issues that may be related.
  • Maintains scoreboard on each program implementors level of compliance/outstanding issues and shares with managers on a monthly basis. Study and create scorecard on critical risks. Consult with PQDD. Coach sub-grants.

  • Develop long-term plans of compliance including implementing strategies and procedures that prevent illegal, unethical or improper conduct.
  • Research and keep abreast of legislative issues, new compliance regulations / major donors’ regulations and audit methodology.
  • Develop strong relationships across stakeholder groups and support those groups to manage compliance requests and ensure key deliverables are executed effectively and in an efficient manner. Engage with internal and external auditors on relevant risk and compliance matters and mitigation plans. Develop and maintain a central electronic repository for Raks Thai compliance and code of conduct for: compliance policies and procedures, internal controls, and other information for disclosure of conflict of interest, and other records related to compliance and code of conduct.

  • Continually review whether the grant management activities are in compliance with the key controls contained in the grant management guidelines of Raks Thai and donor regulations.
  • Assess the process of selecting new partners, the formation of partnership, review of renewing / expanding existing partnerships, and whether activities of partners are in line with what has been agreed.
  • Lead site visit to partners to assess adequacy of compliance with applicable laws and regulations and partner policies and procedures, including follow-up activities with sub recipients based on issues surfaced.
  • Build capacity and support to ensure grants are managed in compliance with donor requirements; lead workshops / training for project, field staff to understand contractual obligation and donor compliance requirements.

Financial Planning & Analysis
  • Lead the preparation of the budgets and financial forecasts, prepare monthly financial statements, other periodic financial reports. 
  • Analyze, provide financial commentary on project financial status by identifying findings, summary, specific recommendations, corrective actions as needed to ensure donors that Raks Thai are tracking financial obligations in accordance to terms and conditions.
  • Create, maintain performance and financial metrics.  Frame them in dashboard, slide presentation, and other reporting mechanism that best ensure the data is meaningful and fits the audiences.
  • Improve financial status by analyzing results, monitoring variances, identifying trends, and recommending actions to Senior Management Team.
  • Working closely with programs senior managers to analyze program portfolio including activities pipeline analysis, expenditure review to develop sound financial planning and strategies.
  • Analyze financial information to generate information on overall finance management issues, e.g. spending trends, program operations vs program costs, funding gaps, funding pipelines analysis for the next 3 years, etc.
  • Ensure the FP&A analyst team operate within a robust environment and being the principle point of contact for key internal & external stakeholders.

Financial System & Operations
  • Integrate new system with existing accounting software to further streamline workflows, ensure accuracy of financial budgets, cash flow management, tax reporting.
  • Monitor and improve the internal controls with user-friendly metrics, real-time dashboard that will lead better performance management and value creation through process optimization.
  • Develop financial strategy, including risk minimization plans.
  • Manage cash flow, improve financial process efficiencies while reducing cost across Raks Thai.
  • Continually seek to improve productivity and efficiency through the development of processes and controls.
  • Centralize data management to eliminate rouge spending, invoice fraud, costly human errors.

Qualification

  • Bachelor’s Degree plus a minimum of 5 years leading the team of financial control, financial planning & analysis in any industries.
  • Proven understanding of budget development and management, reporting, and experience as a strategic financial business partner.

Responsibilities:

  • Planning project budget, and monitoring and verifying all project expenses within the organization with an average of 20-30 projects per year. This includes several large projects funded by bilateral and multi-lateral donors e.g. Global Fund, USAID, UNICEF and ILO.
  • Prepare financial report for donors according to requirements of various donors.
  • Prepare annual budget and financial report to be approved by Raks Thai board members.
  • Planning and handling for all project auditing, this includes scheduling, preparing documents, answering all questions from auditors as well as following up of actions as recommended by auditors.

Role Purpose:
DME Manager is to provide strategic DME technical direction, execute framework, implement system and advice to project leads to implement sustainable, effective, and impactful programs.  The role is to ensure the effective design, monitoring and evaluation practices (DME) that are implemented by the PDQ[PP1]   are in alignment with the organization strategic direction and donor’s requirements.  The role aims to maximize the impact of interventions by creating an enabling environment to improve program quality and capacity towards DME across Raks Thai and its recipients.  The role also includes ensuring the accurate evidence is collected and recorded for decision making and reporting purposes. 

Key Accountabilities:
  • Design data collection and analysis to track and measure performance of ongoing program to provide analytical information by program/population/site/subgrant/contract.
  • Design data analysis systems and flow that can be used by Raks Thai sites or partners for their own management purposes, users, and reporting.
  • Identify DME need for external studies to supplement program implementation, implements process of consultant identification and selection and monitoring consultant to work completion, comply with program standard & compliance.
  • Produce high quality technical reports and briefings for internal use and for external stakeholders that explain program progress and insights at the site and project/program levels.
  • Provide information to support assumptions leading to improved program designs.
  • At the organizational level, works with the program team to strengthen overall monitoring and evaluation skills and practices and support reporting to broader stakeholders such as CARE International.   
  • Facilitate regular monitoring and coordinate review of program results to inform program manager, officer and program quality director with program improvement recommendations as well as monitoring them throughout the duration of the projects.
  • Monitor all project activities, expenditures, progress towards achieving the project outputs including collecting and analysing different data in relation to the project activities, maintain the database in technology platform.
  • Provide feedback to the related stakeholders on project strategies and activities, suggest strategies to the project team for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and development plans to minimize or eliminate such challenges.
  • Establish, build, maintain effective working relationships with staff and partners to facilitate the provision of support knowledge management and learning.
